Each turn that passes in Civilization: Call For Power sees your empire receiving a certain number of public works points that can be spent on improving the terrain tiles around each city. These points are pulled from your overall production rate that normally goes into building new military units and city improvements. However, adjusting the PW button on the main interface will skim some of these production points and earmark them especially for terrain improvements. A good ration to use for the bulk of the game is 20 percent. Any more, and you'll cut into the time needed to build other things, and any less will find you dragging your feet in terrain improvements. You'll note that quite a few of the following improvements have several ranges of numbers, and these relate to the tile in question. For instance, a road can cost anywhere from 60 to 400 PW points, a number that is affected by the terrain itself. In the case of the road, a flat square would be least expensive, while building in a mountainous region would be expensive. Make sure you're placing your terrain improvements in those squares that will offer you the maximum benefit!
Advanced Assembly Bays Requires: Asteroid
mining Advanced assembly bays debut late in the game, but can make the difference in the end. With a whopping +60 production benefit, you'll find yourself cranking out new units at more than twice your original rate, as well as skimming a few more funds off the top that you can sink into further terrain improvement. If you're in a race with a competing civilization, you should consider building as many of these as possible so you have the edge in production. Often, the victor of a game is the one who can overpower the opposition through sheer numbers, and the advanced assembly bay is one sure way to see that happen.
