The entrance is locked, although a wizard like you can swap places with one of the ogres inside. Alternately, head north until you find a hole in a wall that leads to a hole leading down. A series of tunnels below leads to a mechanism that slides apart two heavy blocks. Passing through, you will find entrances leading in all three other directions. Southeast is a room full of sliding spike traps that protect a helpful beast book. Northeast is a set of nasty looking gates.
The gates are lifted by operating mechanisms in the buildings to both sides of the gates. After you enter and explore, go through the doorway on the northeast wall. Inside, a pair of blocks will slide shut behind you, the walls nearby will crumble, and ogres will attack you from all directions. Get a lightning blast in on them as they approach, then run to a nearby pair of mana regenerators. Turn and shoot your fireball spell into the crowd behind you. This will thin the ogres considerably, letting you more easily defeat the others.
Two closed sliding blocks prevent your progress northeast. The switch is downstairs, and you can either descend, trip the switch, and attempt to ascend an elevator again, or you can carefully attack the ogres below first. Once you have tripped the switch, go through the passage that had been blocked off. You will find yourself in a sort of creature prison. A switch at the far end of the room operates the gates that pen in the creatures. There is also a door to the northeast that leads onward.
An elevator lifts you into a hut in the northeast of the ogre city. From here you can reconnoiter into the surrounding huts. To your south is a large building that contains an ogre lord. He will threaten you in a cutscene. Before you let him do that, lay some traps in the doorway to help you kill the guards who come in to help the lord. Use your confuse and lightning combo to defeat the lord. Once he is dead, you can get a sapphire key from inside his large building. Then, operate the mechanism near the key. You can now exit the gate that is just outside the door.
Better yet, you can also rescue Horvath, who is in a holding cell in the southeast part of the ogre lord's building. When you talk to him, he will start to follow you. With his help, you can fight your way to the front gates, which open once you trigger a mechanism inside the hut beside the gate. Retrace your steps through the swampy forest back to the town, and the captain will meet you there.
