Happiness should almost never be a problem if you choose to use theocracy as your governmental style. Several of the happiness improvements feature special bonuses for the theocracy player (such as the cathedral). With low crime and average gold, science, and production rates, the theocratic player should concentrate on generating money from other civilizations with use of the cleric and televangelist special units. By using the cleric effectively, you can convert rival cities to your cause and collect a substantial tithe. Also, theocracy benefits the most from the Hagia Sophia wonder, which doubles the amount of tithe converted cities must pay.

Much like anarchy, tyranny isn't necessarily a legitimate style, though it's the one you begin the game under. As you can see from the coefficients, tyranny is the most basic governmental style with average scores all around. With this understood, you should change your ways as soon as possible to gain bonuses in various areas. Plus, you can't stay with tyranny too long if you plan to expand your empire; tyranny's city limit sits at 10.
