The government of choice for the scientific player (don't bother here if you are looking to win militarily), virtual democracy boasts insane levels of science bonuses, both in the 3.5 coefficient and the 100 percent gold allowed for science. Virtual democracy rests as a natural progression over democracy or ecotopia to the science-minded player and is nearly a necessity to win the game through the Wormhole Sensor.
