SDI

Initial cost: 5,000
Maintenance cost: 10
Effect: Prevents nuke attack on city
Restrictions: Land and sea only
Prerequisite: Space flight (with computer)

Most players make a beeline for the flight advances, figuring that the first civilization to discover warplanes will command the skies and eventually the ground. Resting just past the jet propulsion advance is space flight (the computer advance is also required to reach this point), offering a clear path to the space age as well as a solid defensive city improvement, SDI. The problem with SDI, however, is that you never know where a player might plan to launch his nuke. But, protecting your most valuable cities should be sufficient enough. At a 5,000 gold start-up cost, most players won't want to waste the resources in constructing the SDI improvement in multiple cities.


Security Monitor

Initial cost: 4,000
Maintenance cost: 10
Effect: +25 percent production, -50 percent crime, -100 percent pollution
Restrictions: None
Prerequisite: AI surveillance

An all-around improvement, the security monitor features positive effects to three different critical elements: production, crime, and pollution. Not only that, but the improvement is pretty cheap as well, costing only 10 gold per turn to maintain. Though other improvements can potentially improve any one of the three elements better, the security monitor could find a home in one of your cities that needs help in each area. Better yet, the implied bonus is happiness. By reducing crime and pollution in a city, your populace should quickly become more content about living there.
