Chapter Five: City Improvements

Television

Initial cost: 3,000
Maintenance cost: 50
Effect: +5 gold per citizen
Restrictions: None
Prerequisite: Mass media (with electrification)

A bear to maintain (50 gold!), television must be built in the larger cities to have the most beneficial effect. Anything that helps gold should automatically be considered; so making television a priority once cities reach a certain size isn't a bad idea. If you've loaded your civilization up with televisions, though, a rival faction could discover the Hollywood wonder, which will fill their coffers with gold for each television you have constructed.


Temple

Initial cost: 270
Maintenance cost: 2
Effect: +2 happiness
Restrictions: Land only
Prerequisite: Religion

Much like the cathedral improvement, the temple lies along the religious theocratic line. If you expand too quickly in the early game, the mood of your populace could quickly turn sour. An easy advance to discover and extremely inexpensive to buy and maintain, the temple could be a wise choice to turn your populace's unhappiness back around. Combine your temples with the Hagia Sophia wonder to keep your populace even more satisfied, though plan on staying theocratic for quite awhile.


Theater

Initial cost: 495
Maintenance cost: 1
Effect: Doubles effect of entertainers, +1 happiness
Restrictions: Land only
Prerequisite: Philosophy (with religion)

The +1 happiness bonus is misleading. The theater also doubles the effect of entertainers, which will also have a significant effect on your cities' well being. Much like the temple, the theater is a cost-effective way to work on your populace's happiness factor. Go the theater route if you feel more comfortable using entertainers instead of workers and wish to stay away from the downsides of the theocratic society.


A great way to accelerate the production of improvements and units is to allocate laborers, by using the labor screen for the city in question. Allocating laborers will remove a worker from the terrain, so make sure you have enough support to feed your people.
 

University

Initial cost: 1,350
Maintenance cost: 12
Effect: +50 percent science
Restrictions: None
Prerequisite: Classical education (with geometry)

An inexpensive and excellent bonus to scientific research, the university will be sought after by nearly every savvy early game player, whether he decides on a defensive or aggressive strategy. Getting a jump on the scientific and technical path of your rivals can't be emphasized enough. By reaching the university and putting the improvement to good use, your civilization could be knocking out advances quickly, which can be used to discover new units, build improvements, or used as bargaining chips with potential allies.
