Please ignore the rest of the city as I took Athens apart to do this block. I played with appeal a lot in the row behind both houses to keep a 6:4 split of estates and manors. I needed a bit extra at the ends in the form of two monuments that I probably wouldn't need if I was stacking the blocks.
It turns out that the podium and the m.o. will do the whole block even though they cannot ever complete their loop. The m.o. graciously alternated his direction on every occasion for over 3 years of game time. The manors always get philosopher's by virtue of their walk in to the podium. Gymnasium and podium also graciously send their walkers in both directions.
The theatre is another story. The actor always walks down, hits the roadblock by the tax office and turns around. If you have the roadblocks set up exactly as shown by the tax office, the actor makes it close enough to the topmost left estate. It's a squeeze.
10 elite housing gives 5 companies of your choice of unit. I like to mix them up in a single block so I can have a horse vendor in every block and still keep some hoplites. 27 common housing gives 1620 people. If your city has the room, 4 of these babies will be more than you'll ever need.
