As usual, trade is the key here - build 1 Vineyard and 2 Wine Workshops and export all the wine you produce. Build 2 Iron Mines and 4 Weapons Workshops, and export all weapons over 2. Ditto with timber and furniture.

Clay needs to be imported and converted into pottery for your housing (the maximum level of housing here is Medium Insulae because there is no oil available).
