When he was at E3, Angel SpineMan was able to get a real good look at Pharaoh, and was generally pretty impressed by what he saw.   Here's what he has to say:

The goal in each scenario is to build a large monument, such as a pyramid or a sphinx. This monument serves as your burial place. The next mission has you playing the role of your descendant. This process continues until you finally achieve the position of Pharaoh.

The monuments take a large amount of resources such as wood, limestone and regular stone. They also require a variety of workers from a variety of buildings such as stone masons and carpenters. Each monument is unique and therefore requires a different set of resources and workers. The city ratings still exist but they are no longer used as mission goals.

Farming is on the flood plain of the Nile River and you can only harvest a crop once a year. During the time of flooding, the workers switch to work on your monument. When the water recedes, the workers begin their farming duties. The game handles this switching of workforce for you.

Granaries are much more important as they need to hold enough food to feed your population for the duration of the year.

You can no longer build a system of reservoirs and aqueducts to supply water to your city. In this desert land, you need to build Water Lifts which have Water Carriers who walk the streets supplying nearby homes with water. In certain circumstances, you can build water lifts to supply irrigation to inland areas and have some farming outside the flood plain.

Other sources of food come from fishing and hunting of ostrich and gazelle. Hunters from Hunting Lodges kill game and supply the city with meat. Other animals are crocodiles, hippos and hyenas. Crocodiles and hippos can be hunted for protection while hyenas are similar to the wolves of C3.
