How do I get a high diving score from the surly judge?

1. Have you talked to him after you've dived once?
2. If you talk to him long enough, you'll find out that Ozzie Mandrill is bribing him so that he can keep his lovely red-headed wife in the style to which she has grown accustomed. The judge simply won't give you a good score.
3. That is, unless you can find a way to...change the judge's mind.
4. You don't have enough money to counter-bribe him.
5. Perhaps blackmail is the answer.
6. Look in your inventory. Do you have anything that might work?
7. If not, make sure you've gone by Stan's place.
8. Take a close look at that brochure of Stan's.
9. Hey, it's the diving judge...but that blonde with the long ponytail isn't his lovely red-headed wife!
