Although bitten by the palace devolvement in Valentia, I decided to stick with the concentric design for my villa block in Caesarea, because I didn't factor in the trade route change, thus figured that I'd only be able to evolve up to 3x3 villas. The block worked GREAT, as concentric blocks always do (with the notable exception of using it for 4x4 large/luxury palaces)
