Overview:
As punishment for being caught in bed with Caesar's neice, you have been exiled
to the newly-acquired province of Cyrenacia, bequeathed to the Roman empire by
the Egyptians, having themselves failed to colonize this god-forsaken corner of
their country. Your mission: to turn this barren backwater of the empire into a
fairly-prosperous province. Your property has been sold to raise the funds
necessary for you to begin such a Herculean task, and you have been advised by
the senate not to waste it, because none of them with donate a cent to your
baffling enterprise (for fear of falling out of favor with Caesar----and his
neice). And if you can be as successful at plowing the barren sands of this
province as you have been at plowing his neice, you just might manage to regain
the emperor's favor. Until then, however, you are forbidden to raise an army of
any size, and will be expected to satisfy the emperor's frequent requests for
weapons, among other hard-to-come-by commodities. You will suffer no invasions
while you are in Cyrenacia, since no one seems to want to live in this province
anyhow, for it has no valuable resources. The Colosseum has not yet been built
in Rome, so naturally you won't be able to build one in your province, so keep
this in mind when placing your hippodrome as a third and final entertainment
venue. Also, gardens will not grow in this baren soil, so you will have to
resort to other means of beautification to make your neighborhoods more
attractive to immigrants. Another tool being used by the senate to encourage
immigration is the guarantee that no taxes will be collected in your province,
so you will be unable to use forums. The highest housing level you will be able
to reach is luxury villa, due to the lack of a second type of wine. Finally,
there is no ground water to be tapped into, so you will not be able to use any
wells.
