Overview: Septimius Severus, a native of Lepcis Magna, has become emperor of all Rome. As his companion from boyhood, you have been promoted to the governorship of this province. The emperor's wishes are that you develop the city of his birth from a minor farming community to the 2nd greatest city in northern Africa (after Carthage), and construct a palace for him to reside in during his vacation holiday away from Rome. Because of the empire's inflation problem, and the recent debasement of its coinage, the senate could only spare a small sum of money for you to begin your labors with, but the emperor hints that wages are sure to decrease, allowing you to pocket/invest most of your well-earned profits. This city already has a triumphal arch (it's most impressive structure), built during the emperorship of Trajan, nearly a century earlier.
