The Emperor Trajan commands you to build a small city in central Numidia. It will serve as both a strong point for the area north of Lambaesis and, more importantly, as a retirement city for the veterans of the Third Augustan Legion.
You would be well advised to build your walls as early as possible. Trajan needs his legions elsewhere, so you will not be permitted to build forts. But blocking the passes to the north and west will keep Numidian raiders from your city and, since their raiding parties are usually very small, a strong wall and a tower or two should be ample protection.
More important will be financing your city. The Emperor has not much money to start you off with, and even less should you run into trouble. However, there are excellent markets for your goods in the surrounding cities, so be sure to establish your trade routes as early as possible.
Finally, do everything you can to build a fine city for those soldiers who have served the Empire so faithfully. The Emperor has set high standards for their comfort, but he is confident that you can make a small pearl out of this tiny sow's ear.
