The Empire is Hungry!

I am requesting that you found a large city on the fork of the Bow and Elbow Rivers. It is a very rich and fertile area, so you should have no problems financing your city.

You will have no military activity in this new province. I have Rome's legions on alert near your province so that you may concentrate on your governing duties. You will, however, have to face several packs of wolves, but do not fear, they are a minor nuisance and are no match for a Roman garrison.

The rest of the Empire seems to be lacking in many goods. Food mainly. Be prepared to supply me with whatever I want. I will not ask you for that which you cannot supply, so do not panic. The Empire is not only hungry for food. Many other goods will be desired. I expect you to be in high fovour with me.

I want you to build this to be a magnificent city, so a population of 10 000 will be required. You will have plenty of space for not only people, but also your food production as well. I expect you to achieve a Prosperity level of 70 also.

I understand that with such a large population base, it is difficult to achieve a high culture rating. Do not fear, I ask only for a modest level of culture.
