8. By the Grace of Gracchi
From the early 2nd century the river port at the base of the
Aventine required new warehouses and docking facilities. some
of the main streets were paved, drains were covered and the
first stone bridges across the Tiber were completed in 142 BC.
With the urban prolateriat increasingly swollen with slaves
and freedmen and crowded into jerry built insulae, the lower
classes were surviving on the state and the largess of the
rich. The Gracchi, Tiberius and later Gaius, attempted to
deal with the problems of urban unemployment and rising food
prices by subsidising the grain supply for the poor. Gaius
Gracchi also encouraged public expenditure on roads and
buildings.
No limit to housing.
