You are to found a rather large province
in the desert of upper Africa. It should consist
of at least 10,000 souls. You must have a culture
rating of 45, prosperity of 50, peace of 60, and
favour of 80! There might be some invasions, but
I have no control of that. But to be safe prepare
your defenses soon. I think your neighbors might
be a pest though. Because of other problems in the
empire I might request an army once and a while so
be aware!
