This Scenario is set in 500 A.D., after the Roman Withdrawal. The Roman Empire has beaten off the Barberian invaders and is reclaming the provences it withdrew from earlier.
You are the person that Rome has ordered to Rebuild London and make it sucsessful. You must be wary of barberian invasions.
