He asks that you build the new trade-city of Palmyra on the eastern border of the empire between Tarsus and Hierosolyma. He plans to conquer Gaul and will have need of newly recruited troops, weapons, and timber for transport ships if he is to succeed.
Roman surveyors have found a peaceful oasis north of Damascus that seems ideal with abundant resources and friendly local natives. The only things lacking in this desert location are local sources of wheat, clay, marble, and underground water for wells. But clay, wheat, and marble can be imported if needed and Roman engineers are available to build reservoirs and aqueducts.
