Desc: Here's a half-made city. The basic outlines are there; roads, plazas, walls
and water, but everything else must be added. There is already a small town with plently
of legions.... most are in empire service as I modifyed this game to make use of Triumph
Arch (Just put it over a road in the city, in a nice part of the city, that's what they're
meant for) So, basically I got too lazy to make on of my super-happy cities with nice
housing all over again just because I changed the map, so I made the basic stuff for you.
