I received my promotion. After I saved the game I donated all of my personal moneys
to the city, and then went around and knocked down all the tents in the city (along with a
few shacks). I replaced the tents with statues and gardens. Come January, I
won.
I know people want to see successful Lugdunum
examples, and this one worked for me.
