Desc: Caesaramia, from ET Flavius's "Friendly Competition". (I did only one map so wasn't eligible for scoring.) The city is in the desert, with almost everything producible (no vegetables or iron, and fish instead of pigs), 4 free-spending trade partners, and no military (so no gatehouses).
Some goals were: a stable city, maximum exports of expensive goods, all houses grand insulaes or grand villas, 100 Prosperity, and 100 Culture(which was not achieved). While 100 Culture could easily be obtained by
building a few more schools, that apparently hits the walker sprite limit (because houses would then occasionally devolve due to lack of some coverage). The problem could be solved by deleting some export industry
(say furniture) or some of the villas (say half) and an appropriate number of insulaes, but I thought the city was more interesting with the industry and villa block intact.
This is my first large city. Over 21000 people were obtained quicker than I
thought possible. The city is stable for quite a few years (until the work
force ages enough for serious shortages), with the population rising to a
stable 21804. Culture falls somewhat, due to increased population and
shifting demographics. A planned oracle was mistakenly not built in a space
north of the southernmost housing block--if it is added then religious
coverage remains perfect as the population goes over 21500.
