Desc: This city contains 64 luxury palaces with 4 strips of 16
palaces each. This design is very stable and efficient. (Although my
plebian housing blocks might not be as efficient.) In fact, I just use the
same design as in my Lutetia.
However, with a population of 31k and no tents, this city is dangerously
close to both the building and the walker limits. Because of the aging
population, lots of people will die at the end of year, thus there will be
a MASSIVE immigration in the coming January. Several hundred immigrants
WILL violate the walker limit easily, thus messing up everything. Can you
