Desc: This is the map for the last peaceful level (Caesar). It has 8 luxury palaces that never devolve, a posperity rating of 100, a 90 culture rating, no bizzare 'culture centres', lucrative trades with neighbour provinces, a small unemployment rate of 3%, a triumph arc straddling the
entrance of the palace street. All rating requirements were fulfilled 3 years earlier, and I just ran the game until it reached the required peace rating.
