Desc: After hours of playing, I finally figured out how to develop villas and palaces--the
final result is this city right here, Valentia. It's the most inefficient city ever
created thanks to all the patrician houses which ate up my work force. After building this
city, I've come to realize that the most profitable city cannot have palaces or villas -
they're just only fun to look at.
