Housing has to evolve to get that prosperity rating up.  Let's have a go at that.

• 10 Modest Aparements

Hints:

Another nice simple one.   Plonk a medium to large housing block down, and give it all the necessary ameneties.  At the same time, put in 3 work camps, 4 grain farms and 2 barley farms.   Wait for people to move in, and for the harvest to come.  Then, add a couple of clay pits next to the Nile, and also 3 potters.  Wait a short while, and your housing should evolve to Modest Apartment stage.
