Pharaoh Arena - A Millenium Celebration by Stringbags

Behold the eighth wonder of the world! A feat of construction that puts the pyramids of Giza in the shade, the Pharaoh Arena.
Built on an islet in the Red Sea, the construction took 10 years with 20,000 men working on it at any time moving 50,000,000 tons of rocks, rubble and soil to level out the arena floor. A further 400,000,000 blocks of stone were used to build the amphitheter seating that surrounds the arena and accommodates 1,000,000 spectators for the Millenium Celebrations where all the nations will be invited to show their fighting prowess in a spectacle never before attempted.
Your task is to ensure that the celebrations meet the expected minimum break-even point of 5 years in operation with a happiness quotent of 50 and a cultural index of 25.
You have 5 year to make preparations and to amass enough funds to ensure the enlistment of sufficient mercenary types to make the contest plausible, you have 10,000Dn to start you off.
