Mission characteristics :
Normal climate. Starting funds 6000, no bailout. Some Kushite invasions. Entertainment limitations require non-standard design of at least some blocks.

Suggested difficulty setting :
Use the setting you prefer. Not tested on Very Hard, I can't guarantee that it is winnable at this difficulty - but it should be. This mission was primarily designed to be played at Hard or Normal. Cleopatra expansion must be installed to play Green City!

Story:
These times are times of unrest, and of new ideas... but some of them threaten the fundaments of Egyptian Kingdom. Their bearers are both poor and rich, and while they are still loyal to the Empire, common application of their ideas would surely cause the downfall of the whole Egypt. Our most wise Pharaoh has decided to give these people a possibility to settle down in one city on the border of Egypt, where they could proclaim their own laws - of course only as long as they don't act directly against the Empire. In such a way they will be isolated from contact with the rest of Egypt. Another benefit is that this city will help our defense against Kush. In fact it is exile... but many have accepted it gladly.
You were assigned by Pharaoh to build and govern this city, and guarantee that its people will not turn against the Empire. This is truly a difficult task... especially because there are so many groups with different and sometimes contradicting ideas. The discussion about city laws was long and exhausting. Here are those regulations that will affect life in the city most:

- Public performances of dancers and musicians will not be allowed.
- All gods except Seth will be worshipped.
- Wild animals may not be hunted.
- No ores or stone will be mined. People will live in harmony with nature, using only replenishable resources.
- Only infantry units are permitted. Your objections that city needs some defenses against attack from sea were ignored.
- To facilitate sea trade and to symbolize that new ideas can lead people through darkness, large lighthouse will be built at peninsula near city port.

Everybody wishes you to build a prosperous city, where the inhabitants will be happy - even the Pharaoh, who is aware that any unrest could spread quickly to the rest of Empire with leaving people. He believes that the various limitations imposed on inhabitants (those listed here are only a part of them) are enough to discourage most people from joining your city, and he is probably right.
