Author's Description:

Dunqul Oasis, right before completion. Its design and construction are described in the Pharaoh Heaven Game Help forum thread "Dunqul Oasis at Very Hard without debt". Let the obelisk finish to obtain victory with these results:

The low score can be raised to around 19000 simply by governing for 2 extra years.

Personal funds and debt were not used, but the "rescue" gift was taken. Nothing was deleted except for roads, small statues, and the rubble of a police station destroyed by Kushites.

The city has these points of interest:
* It is compact, built entirely to the north and northwest of the lake.
* Police stations provide extra defense against attacks from north, east, south, or west.
* Every house is a common residence, fancy residence, or stately manor.
* The library, schools, mortuary, and senet house are kept supplied.
* All roads (including the rerouted Kingdom Road) are connected.
* Fire protection is better than would be needed at a lower difficulty.
* The obelisk, festival square, temple complex, palace, mansion, and best houses are close together.

If the city continues to run, the population stabilizes at 3964 around the end of the year. (To run for more than 5 extra years, immediately delete the stonemason guild.) The city is stable for over 12 years (as long as I tried), without intervention except to dispatch requests (ignoring any for sandstone), defeat invasions (be careful!), and replace destroyed police stations.
