Because of the high CR requirement, I wanted my city to be small. Since luxury housing is required, I needed a lot of extra workers. The way to go was to build three row housing to increase population density. The main worker housing block holds more than 3000 people and uses pretty much one set of services.
There are no settlements on the northern landmass, the city is located on the western and small eastern "islands".
