The idea was to keep the whole city on the West bank of the Nile (compact cities are easier to protect, in my opinion). Population requirement is rather high (6000 ppl), the map is rather limited in space, so I used three row housing to increase the population density. Ideally, the two blocks on the West bank, if fully evolved, would hold slightly more than 6000 people. In reality, many houses did not evolve all the way to Fancy Residences because of desirability issues, so the blocks are not at their full capacity. So I finally decided "Oh well, didn't quite work out" and built a small luxury housing block on the East bank to get 6000 ppl in the city. This happened very late in the mission, though.
