This city is in three different stages of completion. I have saved the last stage after the construction of the stepped pyramid but before I have dispatched the last burial provision, this means that you can keep playing until you want to finish.
I found that this city built itself after a while and I only had one upset when I realised my population was 1000 below I needed and the pyramid was half complete. The ability to mine gold is the only reason my city ever remained solvent!
