When you load the city, you will see two cart pushers with papyrus. As soon as they deliver the papyrus, victory will be achieved. Click on "govern for 2 more years" and by September of 2004 stately manors will develop.
Stately manors? In Thinis? Before the trade routes closed, I imported and stockpiled linen and pomegranates (even though I didn't really need those--they don't develop to where they want a third food because there's only one kind of luxury good).
If you do nothing but let the city run until the two years are up, you will end up with CR 55 and PR 100 (the KR will depend on whether Ra blesses you with the right blessing). The linen starts to run out by the end of two years, and another attack is imminent by then, too, but in the meantime it's Thinis with stately manors!
