Personal funds, gifts, debt, and the "rescue" gift were not used. However, I violated my usual "rules" by making several extensive "trial runs" to see future trade possibilities, Sun Temple construction details, wood cutter and reed gatherer production, etc.

All roads are connected. All people live in spacious residences (60% of the population), fancy residences (10%), or stately manors (30%). The Sun Temple, palace, mansion, and festival square are around the nicest houses. The Temple Complex is among the other large group of houses. Schools, libraries, senet house, and mortuary are kept supplied. The limiting factor at Very Hard difficulty is linen--a mortuary uses close to half of the 1500/year that can be imported.

Sun Temple completion can be prevented by immediately setting sandstone to "stockpiling". The population stabilizes at 7420 in about 3 months. The city should run without intervention for around 20 years (although I can't rule out the possibility of a fire at Very Hard difficulty), until demographic changes cause employment problems. To allow the long "free run", unemployment is rather high. If you don't like unemployment, just delete the 10 houses in the southeast that touch large statues (and replace them with gardens, to look good).

An average of about 7000/year each of papyrus and wood are produced, with close to the maximum exported. About a third of the papyrus is used by schools and libraries. Papyrus production and distribution was relatively simple, since reeds are conveniently located and papyrus is traded by land. However, both major forests (in the northeast and southwest corners) had to be exploited, and wood is traded by both land and water.

The mission seems designed to show the power of Osiris's Temple Complex, Sebek's Altar, and Min's Oracle. There is food to spare, with 2 hunting lodges producing 50% and 2 fishing boats producing 29%. (A 3rd fishing boat might have replaced all 8 farms, but work camps are required for Sun Temple construction, so laborers are also sent to the floodplain.)

Defense is reasonable, with 6 forts (although the infantry forts are not yet full), 6 warships, and 2 transports.
