At this level and with a 35000 big population, reaching a culture rating of 80 is really painful!

I hard a long and busy time designing a map that allows the biggest houses to remain permanently occupied by 200 people.

I would appreciate any question or suggestion for critical improvements (it is obvious the map can bear 50000, but I do not know how I could handle it)
