Gandalf-Bubastis

To win, you have to send a lavish gift.

First city that I aimed for perfect coverage on everything.
Pretty easy city.

All housing is at least ordinary cottage, but I think they are all a lot higher then that.
Used a variation of Grumpus block, different from the one I used before. I changed to make it easier to get perfect coverage.

For the second time I had problems with kingdom rating. I can't get it to rise without sending gifts. And I don't like sending gifts. I waited a long time and responded to lots of requests, and still it wouldn't rise...

No cheats, no culture parks...

schnurbart is correct. Fulfilling requests in Bubastis will never increase your KR. The only way to get your KR up is by sending gifts to Pharaoh. (If you want it, you have to buy it.)
