This was my first attempt to build a city that had a 100% culture, prosperity and kindom rating AND perfect health, education, entertainment and religion. I usually run out of labor before I can add enough libraries.
I had a hard time winning the invasions from Khmun without using towers so I used the scenario editor to look at the events to figure out if there wasn't an easier way and decided to pay the luxury extortion LATE which avoids the battle completely. I've include the Excel 97 spreadsheet that I made up and sorted it for easier reading.
I'm sure it can be done quicker with a bigger city fund but I'm happy with the result. Enjoy!
