It seems that I was a little unusual in this scenario. I built the scribal housing long before the housing was complete. In the last few years, I did suffer from labour shortages but not enough for me to care much.
i liked the way i was able to do this map on myh first attempt but if i have one complaint about how i did it, notice how cramped the eastern side is, especially.
i did at one point have military buildings and more buildings devoted to pyramid construction but once they were no longer needed, i deleted them.

I went back and had a closer look at this city and now i understand why i was losing population. i was too enthusiastic in deleting the brick making industry and deleted too many clay pits; thus my pottery industry is a shambles and several blocks are declinging because of that.
in other words, the city is not nearly as good as i thought it was at 4 a.m. om the morning i completed it.
