Built with a single residential block - no suburbs or outlying housing at all.

The residences are all common-fancy, with stately manors to control unemployment. The residential block could probably use another bazaar; goods available are adequate to support all fancy residences/stately manors.

Played on hard. No rescue loan taken. No gifts given to pharaoh.
