Description:
Meidum, just before victory (which occurs before the stepped pyramid complex
is done). To finish the pyramid complex, choose to govern for 2 extra years
and wait 15 months.
No floodplain farms were built. People ate grain from meadow farms (and a
little imported fish). This allowed laborers to concentrate on the
pyramids, but required a lot of extra workers.
The pyramids were built in the north, not far from the rocks. The
"causeway" for the stepped pyramid complex is 28 tiles long.
There are 4 infantry forts, 2 archer forts, 5 warships, and 2 transports.
All houses are either spacious homesteads, common residences, or stately
manors. A "theatre district" (of 3 pavilions and entertainer schools) was
built to give perfect city-wide juggle, music, and dance coverage. If the
"theatre district" is deleted, the stately manors will devolve to elegant
manors and the city will otherwise function normally (with a little
unemployment).
Several farms, quarries, stonemasons, and work camps were deleted when they
were no longer needed, to allow manors without a serious worker shortage.
The design allows a lot of wood, pottery, brick, papyrus, and linen exports.
The trade route to Nekhen wasn't opened, since the reed patch was too small
to make an extra 2500 papyrus per year.
No salary was taken (although a personal mansion was built) and no gifts
were given to Egypt or the city. The city was never in debt, although the
"rescue" gift was taken.

After governing for 2 extra years (to see the stepped pyramid complex
complete in a total of 187 months) while doing nothing except meeting
requests (and setting papyrus to stockpiling until that request could be
met), the results were the same except for:
