I made this much more difficult than it needed to be. I would recommend
only releasing beer to two (2) of your housing blocks. I was trying to
keep them all at fancy residence and I found this very difficult to do
with the limited resources. Having one estate block would probably be
more than enough to reach the required prosperity rating.
