Well, looks like you have made it through the first stage of your city. Congratulations, but as Caesar's advisor said, this might have been luck. So let's see what we need now in order to give these tents a stable improvement:

Let's suppose that you have a population in tents, and your temples are set, one to each of the five gods. Let's also suppose that your farms are already delivering steadily grain to your granaries, and your markets just start to deliver good around. You will see it when the market lady walks back from the granary with ten or eleven boys carrying goods for her... As soon as she gets to her market, another lady will walk out, delivering the goods to all the houses she passes by.

 

 

Now is the moment when you have to think about money: you can't live of Caesar's dinarri forever, so rush to the Empire Map, and check out the possible trade routes. Try to establish the most profitable routes first, as you will need cash fast. Depending on the kind of the goods you can export, go ahead and set up your raw materials and your workshops according to the items you plan to export.

 

Now we'll see what else we need in order to get hovels out of shacks, as these houses can't stay there forever either. If you right-click any of the buildings, you will see that most of them are looking for some entertainment. So make an actor colony in a suburban neighborhood, and a theater in the opposite side of the city. You will see that actor will walk out of the colony and direct himself to the theater. As he walks by the houses, you should see them popping up, and becoming hovels. Remember also that one actor colony can support four theaters, as long as they are not all too far away...

Tips and Tricks:

1) Don't try to make varieties of food at this moment. Wheat is double as fast to grow as all other farms... You'll need variety only later in the game.
2) Place warehouses near the workshops, rather than workshops near the raw materials. The production time of raw materials is double as the finished produce...
3) Make one warehouse for each good you export, later you'll need to double this amount. Start making some pottery soon, and stockpile it, if it's not exportable...
