The year is 43 AD and Rome has recently conquered the far away Britannia, previously owned by the Britons and also the Celtic island of Hibernia. The land is very rich in Iron ore and marble. This is due to the rough highlands of Scotland. In the south there is plenty of farmland but watch out there are still the little Celtic villages left.

These are: Calais, Dover, Birmingham, Glasgow, London, Cardiff, Edinburgh, Belfast and Dublin (Baile Atha Cliath). The rest of the Celts are spread through out northern Europe. If they hear of what the Romans did to their islands I think they're going to be very mad. Expect attacks through out your ruling.

The demands are numerous but the ratings you must achieve are decent enough. You must colonize these islands with at least 9000 people to out number the Celtic population and decrease their chances of taking back their islands. And one last thing before you go, beware of wolves! The Scottish Highlands are filled with them. So long and good luck!

The consul Pompeii asks you, Caecilius Metellus, to pacify and develop the peaceful island of Crete, while he campaigns in the east. The Senate will allow you to build whatever military force you feel is necessary for this task and to sell weapons to the Roman cities in Greece. The local Cretan natives, while posing no real military land threat to you, must be pacified to stop their incessant piracy. They accidentally let sheep escape into the central plains of the island years ago, which have since grown into an annoying hindrance. Since the western end of Crete is known for it's unstable geographic features, the Roman engineers caution you to be careful where you build. The overseers of Rome's Hippodrome, already having to deal with fluctuating worker wage demands, forbid any competition from being built in this new province. The Senate has developed a strong yearning for fried fish, so expect demands for fish and olive oil, both of which are abundant on and around the island. Since the island is well known for its iron deposits, expect weapons demands when the Empire has a need to rearm its legions. Fruit and lumber are also abundant. But while rich in many resources wheat, clay, pottery, wine and marble have to be imported from Greece. The treacherous waters around the island have destroyed many a trade ship carrying these goods.

The Senate has called upon you as a veteran general for service. They wish to establish a fortified camp north of Mediolanum to defend the foothills of the Alps against invaders from Gaul that will use the mountain passes into Italy. Roman engineers have already built the ramparts for this new camp and have laid its road system around a small spring, the only water source in the area. The Senate will supply you with a large treasury in order to build the camp rapidly. Build your defenses well.
Since there is no farmland in the area Rome will supply the camp with wheat. You will not need to build granaries, farms or markets. But the area is rich in iron and timber. The Senate suggests that you build the weapons needed to recruit six legions for duty against the Gauls and for foreign duty when called. You are allowed to trade in weapons, iron and furniture with Capua and Massilia as long as you fulfill any requests for weapons or timber made by the Senate. This will be your only source of income since people on active service do not pay taxes and therefore no forums are available.
Since it is a camp, there will be no need for entertainment except theaters to keep your men from becoming too bored when off duty. Besides wolf hunting is said to be a popular entertainment in the area. But place great emphasis on the health of your men.

Your old friend, the new consul Julius Caesar, has summoned you to an audience. He explains that he needs a reliable and trustworthy friend in the new province of Syria. He asks that you build the new trade-city of Palmyra on the eastern border of the empire between Tarsus and Hierosolyma. He plans to conquer Gaul and will have need of newly recruited troops, weapons, and timber for transport ships if he is to succeed. Roman surveyors have found a peaceful oasis north of Damascus that seems ideal with abundant resources and friendly local natives. The only things lacking in this desert location are local sources of wheat, clay, marble, and underground water for wells. But clay, wheat, and marble can be imported if needed and Roman engineers are available to build reservoirs and aqueducts.

Your dinner guest, the consul Gaius Marius, wants a private conversation with you before he leaves. "Flavius Equius, my old friend, my engineers have finished installing the new water system for your estate. I'm afraid they might have gone a little overboard with the number of fountains they built. Never the less, you are now the largest landowner in the valley with a water supply. You'll just have to deal with the jealousy of the other estates. But take care of it. My water engineers are needed elsewhere and will no longer be available. I am heading north to establish a military colony at Aquae Sextiae to finally suppress the raiding Cimbri and Teutoni tribes in Germania Superior. My troops have left from the local fort and my water and fortification engineers are needed for the new colony. Build wells if you need more water. But I need your help for my campaigns in the form of auxiliary troops of javelin and cavalry and food supplies. I am confident in your proven ability to recruit and train legions just as you did for me before you retired. For that purpose I would leave the local camp with its walls, ramparts, forts, barracks and military academy in your capable hands. Can you do all this for me?" You contemplate your ex-commander's tempting offer. Building your estate population to 1500 to provide the needed workers may prove difficult since Marius has recently passed new laws banning taxation of workers on Imperial rented lands. You will have to develop exports for trade just to pay the workers wages and the annual tribute.  You would not have to bribe Marius to gain his favor if you provided the troops and delivery the food he needs when asked. As the largest landowner in the valley you know will have to provide troops to defend the valley against the invading Helvetti armies. Their constant raiding is interrupting local trade and farming. With no walls or towers available, the barracks and military academy in the fort would a great help. Besides country life may be too boring for an ex-general with the only entertainment available being theaters. How are you going to bring culture to this uncivilized valley that doesn't even have a barbershop or local market?

You are the ruler of a small independent Spanish kingdom located between the Carthaginian and Roman spheres of influence. You have pledged a treaty of alliance with Roman in hopes of keeping the local Turdetani tribe from attacking your city. But Hannibal is secretly inciting the Turdetani into attacking your city. He plans to offer them his aid as an excuse to violate the treaty with Rome that ended the 1st Punic War. Since the Turdetani refuse to be pacified, mission posts are useless and therefore not available. Being a small kingdom, your military resources are limited. Roman engineers have already built the walls, gatehouses, 14 towers, 3 javelin and 1 cavalry fort, a barracks, a military academy, and a road grid needed to start your city. Roman engineers will be busy building the defenses of their own cities and will not available to build new towers, barracks or military academies. With no weapons available for infantry legions you will have to rely on your javelin and cavalry legions to defend the city. And rumors are circulating throughout Spain that the gladiators plan to revolt and join Hannibal if the opportunity becomes available. Lack of wine, olives, olive oil, coliseums, and hippodromes severely limit your housing levels. Due to the unstable soil at your riverside location wells, fishing, and bridges are not available in your province. Your task seems daunting. You must hold off Hannibal until Rome can come to the aid of your city. Can you defeat Hannibal and prevent his march to Italy without using multiple barracks? All of Rome watches Sargentum with baited breath.

This time Caesar asks you to go north, further north than the Empire has ever dreamt of...!!! Go to the inaccessible land of the Vikings, a land that is known for its fire and its ice... Establish a medium size city, and spread the Roman culture to the tribes where I have heard, the sun does never hide in summer. Establish trade with the cities of our Empire, since you will need all the products you can not grow in those cold lands. You will have to import wine, olives and oil, but your resources in timber and iron will be practically limitless...!!! Caesar's requests for it will prove it...
A Greek navigator called Piteas sailed through those waters some centuries ago; so go after his path and establish commercial contact with the only civilized tribe in those lands: the Letons!!! Although they are known to be a pacific civilization, do not forget that the Visigoths are not going to see with benevolent eyes our presence in Scandinavia, so do not neglect your defenses. And...ehem... Caesar will probably need some of your troops to alleviate his burden along the Germanic border, so do not disappoint him.
The Emperor's expectations in this city will in not be too high to you, as you will see. But prove yourself as a worthy governor and you will see that Caesar will be grateful to you. On the other hand, if you fail... you might remain forever in the Land of Vikings!
I, in the name of Caesar wish you good luck...!!! Oh! One more thing: you will realize what I meant when I said "inaccessible", because there is hardly a short way to that land we wish to be our province... So, now: go...!!!

As the Emperor wishes to assure that the northern border of the Alps is sure enough to be able to concentrate on other front, your mission is to set a small city in the German woods of today's Bavaria. This will prove harder than thought, as the resources are not as many as wished, and Caesar's proximity will cause you to deal with is requests every sooner than you think. This is a rather poor province with instable but frequent attacks from the barbarians, and you will have to import iron. Wolves are also a thing to keep into account. Sea-trade and fishing are not available, and you'll win if you survive 16 years...
